Your association's own governing documents — the CC&Rs and architectural guidelines — control what's allowed, and only those documents can tell you your rules. Submit for HOA review before you apply for the permit, because HOA changes to your design will change your permit drawings.
Start with your own documents. Request the current CC&Rs and architectural review guidelines from your association in writing. Rules on deck size, height, materials, railing style and color are all association-specific. No national article, this one included, can tell you what your community allows.
Order matters. Get HOA approval first, then apply for the permit. Permits run $100 to $500 and are issued against drawings; if the HOA makes you change the railing material or reduce the footprint after the permit is issued, you may be re-drawing and refiling.
Approval is usually about what's visible. Railing style and decking color are the most commonly regulated items, and they're also expensive to change late — railing runs $30 to $210 per linear foot installed depending on material. Get the material approved before you order it.
Get the approval in writing and keep it. Verbal approval from a board member is not approval. Keep the written decision with your permit and final inspection paperwork; that folder is what you hand a buyer later.
