Three questions decide almost every residential electrical project: is there an active safety issue, is there enough capacity for what you will plug in over the next five years, and will the walls be open anyway. If the answer to the first is yes, act now. If only the second or third apply, you have time to get three quotes and plan the sequencing.

The decision framework is deliberately simple because the trade makes it easy to overspend. Active hazard first — smells, heat, scorch marks, whole-house flicker. Those are same-day calls, not projects.

Capacity second. A load calculation is the only credible input. It should account for what you intend to add, not just what exists, because the marginal cost of going up one service size while the panel is already off is much smaller than doing the job twice — This Old House shows 100-amp panel plus install at $800–$1,500 versus $1,300–$3,000 for 200-amp.

Timing third. Rewiring during a renovation avoids $1,000–$5,000 in wall repair, per HomeGuide. If a renovation is plausible within a couple of years and there is no safety issue, waiting to combine the work is often the right financial call.

The fourth question is when to get a second opinion. Get one whenever a quote exceeds about $2,000, whenever a repair call turns into a replacement recommendation, whenever the contractor will not put a diagnosis in writing, and whenever you are told the work does not need a permit.

You need one if a service load calculation shows your existing service cannot carry current plus planned loads, if the panel has observed damage or a documented failure mode, or if your insurer requires it. You do not need one just because the panel is old or the slots are full — a subpanel at $400–$1,750 may address the slots, per This Old House.
Before, or at the same time. Interconnection has its own requirements and the panel is the connection point, so discovering the panel needs replacing mid-solar-install is expensive and delays the project. Ask the solar installer and the electrician to coordinate the load calculation.
Whenever the quote is above about $2,000, whenever a repair visit turns into a replacement pitch, whenever the diagnosis is not written down, and whenever you are told no permit is needed for panel or new-circuit work. A second diagnostic fee is small against a four-figure decision.
Only against a real plan. Electrification — EV, heat pump, induction, ADU — is the common reason people outgrow 100-amp service. If none of those is on your horizon, upsizing purely speculatively is not obviously worth it. Run the load calculation with and without the additions and compare.
