Public-system customers get an annual Consumer Confidence Report from their utility by July 1 each year, searchable through EPA's CCR tool. Private well owners should test annually through a state-certified lab for total coliform bacteria, nitrates, total dissolved solids and pH, per EPA guidance.
Reading a Consumer Confidence Report. The report lists detected contaminants against EPA's enforceable limits. Useful anchors: nitrate's limit is 10 mg/L, arsenic 0.010 mg/L, and lead is handled as a 0.010 mg/L action level with a treatment technique rather than a straight limit. Total coliform is a percentage-of-samples standard — no more than 5% positive monthly. EPA has also set drinking water limits for six PFAS, with PFOA and PFOS at 0.0000040 mg/L each and GenX at 0.00001 mg/L, plus a hazard index covering four PFAS in combination.
Getting an independent test. Independent means the lab does not sell treatment equipment. EPA directs well owners to state-certified labs and notes local health departments may provide testing at no cost. A professional hardness and basic analysis runs $130–$200 through private channels. Test again immediately if the taste, color or smell changes, or if ground conditions near the well change.
Understanding NSF certification. Certification is claim-specific. NSF/ANSI 42 covers aesthetic effects such as chlorine, taste, odor, particulate, iron, manganese, zinc and TDS. NSF/ANSI 53 covers health effects with over 50 reduction claims including lead, Cryptosporidium, VOCs and chromium. NSF/ANSI 401 covers emerging compounds like pharmaceutical residues and pesticides across up to 15 contaminants. NSF/ANSI 58 is reverse osmosis, 55 is UV, 44 is softeners, 62 is distillers. NSF/ANSI 60 and 61 cover treatment chemicals and system components rather than home appliances.
Judging salt-free conditioner claims. Ask one question: which standard, and which certified claim? Cation exchange softeners have NSF/ANSI 44. Conditioners that claim to prevent scale without removing minerals often have no comparable performance certification for softening. That does not make them useless, but it means the claim rests on the vendor rather than a third party — and they typically cost more installed ($1,500–$4,500) than a salt-based system ($1,200–$3,800).
