What an ice dam is - and how to tell one from ordinary icicles

An ice dam is a ridge of ice at the edge of a roof that stops meltwater from draining. Water pools behind it, sits on the roof surface, and works its way under the shingles - which were designed to shed running water, not to hold standing water.

University of Minnesota Extension states the physics in one sentence: “For ice dams to form there must be snow on the roof and, at the same time, higher portions must be above 32 degrees F while lower surfaces are below 32F.”

That temperature split is the whole story. The upper roof is warm because heated air from inside the house is reaching the deck. The eave is cold because it overhangs open air with no heated space beneath it. Snow melts up high, runs down, hits the cold zone, and freezes. Do that for a few days and you have a solid ice ridge with a pond behind it.

NOAA’s National Weather Service describes the same cycle from the weather side: heavy snow buildup melts during the day and refreezes overnight, after which water and ice migrate beneath the shingles into the attic.

Icicles are not automatically an ice dam. Water running off a roof and freezing on the way down makes icicles on plenty of well-insulated houses. What tells you it’s a dam:

  • A visible ridge of solid ice on the roof surface at the eave, not just hanging off the edge
  • Standing water or slush pooled behind the ice when temperatures rise
  • Icicles emerging from behind the gutter or from the fascia rather than over the gutter lip
  • Gutters completely packed with ice
  • Water stains appearing on interior ceilings near exterior walls
  • Ice on the underside of the soffit

Four warning signs worth checking in the attic: damp or frosted sheathing near the eave, wet insulation along the exterior wall line, water staining on the top plate, and daylight-visible gaps around light fixtures and pipe penetrations.

Why your roof is warm - the six leaks that cause ice dams

The counterintuitive part: an ice dam is rarely a roofing defect. Clean Energy Resource Teams, affiliated with the University of Minnesota, puts it bluntly - ice dams are caused by a home that is leaking warm air, not by roofing, ventilation or gutter problems.

Where that warm air comes from:

  • Attic hatches and pull-down stairs. Usually the single largest hole in the ceiling plane, and almost never sealed or insulated.
  • Recessed can lights. Older non-IC-rated fixtures are essentially chimneys into the attic.
  • Plumbing stacks, wiring penetrations and chases. Small holes, but they run continuously and there are dozens.
  • Bathroom and kitchen exhaust fans venting into the attic rather than through the roof or wall. This adds heat and moisture.
  • Ductwork in the attic - leaky or under-insulated supply ducts dump conditioned air straight above the ceiling.
  • Insufficient or displaced insulation, especially at the perimeter where the roof meets the wall and the space narrows.

Two structural factors amplify all of it: complex roof geometry - valleys, dormers and lower roofs beneath upper ones catch snow and create cold spots - and blocked soffit vents, where insulation has been pushed into the eave and cut off the cold-air path along the underside of the deck.

Ventilation is the second lever, not the first. IRC R806.2 requires a minimum net free ventilating area of 1/150 of the vented space, with an exception permitting 1/300 where, in Climate Zones 6, 7 and 8, a Class I or II vapor retarder is installed on the warm-in-winter side of the ceiling, and where not less than 40% and not more than 50% of the required vent area sits in the upper portion of the attic within three feet of the ridge, with the balance in the bottom third (UpCodes).

But ventilation is not a universal fix, and here is the nuance no consumer page carries: University of Minnesota Extension states that mechanical attic ventilation is not a recommended solution to ice dams in Minnesota, because it can create other attic moisture problems and may cause undesirable negative pressure. Seal first. Insulate second. Ventilate third - passively, and correctly. How urgent is it? Triage in three tiers

Call today if water is actively entering the house, a ceiling is bulging or discolored and spreading, or a large ice mass overhangs a doorway or walkway. Water inside means the dam has already won; every additional hour is wetting more insulation and drywall.

Call this week if you can see a defined ice ridge at the eave with pooling behind it, gutters are packed solid, or ice has formed on the underside of the soffit - but nothing has come inside yet. You have a dam and a thaw will test it.

Schedule for spring if you had dams last winter but have none right now. This is when the permanent fix gets done, and it’s the only tier where you actually save money.

One thing that shifts urgency upward regardless of tier: ice is heavy. How to deal with an ice dam safely

Start with what not to do, because the SERP for this topic openly contradicts itself and the bad advice is genuinely damaging.

Do not chip, hammer or chisel. Shingles at 15°F are brittle. You will break them, and you’ll be doing it while standing on ice.

Do not pressure wash. It strips granules and drives water under the shingles.

Do not pour hot water on the roof. It refreezes lower down, often inside the gutter, and makes the dam worse.

Do not use a torch or open flame. People burn houses down doing this every winter.

Do not climb onto a snow- and ice-covered roof. Fixr states directly that “it is not advisable for homeowners to attempt to remove ice dams on their own.”

What you can safely do:

  1. Roof rake from the ground. Clear snow from the first three to four feet of the eave. No snow at the eave means no fuel for the dam. Use a telescoping rake with rollers or standoffs so the blade never contacts the shingles, and never rake near power lines.
  2. Contain water inside. Buckets, moved furniture, and if a ceiling is bulging with trapped water, drain it at the low point from a stable ladder rather than letting it collapse.
  3. Photograph everything, with dates. Interior and exterior, before anyone touches anything.
  4. Warm the room below less, not more - closing off heat to a problem area is counterproductive to comfort but reduces the melting that feeds the dam.
  5. Book steam. Not chipping. Steam.

Why steam specifically: low-pressure steam melts ice at the contact point without mechanical force and without stripping the roof. It’s the method professional ice dam companies use, and it’s why their hourly rate is higher than a general handyman with a mallet.

The national average is roughly $1,200 per visit, reported by both Consumer Reports and Fixr. Fixr puts the typical range at $600-$1,800, with contractors billing $200-$600 per hour and labor accounting for roughly 90% of the hourly cost, over two to six hours on a standard two-story home.

Steam companies typically enforce a two-to-four-hour minimum because of equipment mobilization, which means a small dam and a large dam can cost the same on a single visit. The permanent fix - and the math that justifies it

Here’s the calculation that reframes everything above. Steam removal at $1,200 a visit, one or two visits a winter, is $1,200-$2,400 a year, forever, plus the risk of the visit that comes one day too late.

Air sealing and insulation is a one-time cost that ends the cycle. The three steps, in order of importance:

1. Air seal the ceiling plane. Seal the attic hatch, box and seal recessed lights, foam around plumbing stacks and wiring penetrations, and make sure bathroom and kitchen fans exhaust outside the building rather than into the attic. This is the step that actually stops the melting. Clean Energy Resource Teams recommends a thermal-imaging energy audit to find the leaks, which is a good use of a few hundred dollars before you spend thousands.

2. Insulate properly. NOAA’s NWS recommends a minimum of R-30, and R-38 for northern climates, specifically in the context of ice dam prevention. Clean Energy Resource Teams suggests going to R-50 where space permits, combined with air sealing around penetrations. Pay particular attention to the perimeter, where the roof meets the wall and the cavity narrows - that’s the coldest, most dam-prone zone and the one most often under-insulated.

3. Ventilate correctly, passively. Keep soffit vents clear with baffles so cold air can move along the underside of the deck to the ridge. Meet the IRC ratio. And note the Minnesota caveat above before adding powered ventilation.

Heat cables occupy a middle ground. The honest position: on a complex roof section where air sealing genuinely cannot reach the cause, cables manage the symptom. The code protection you may already be owed

If you have a newer roof that is leaking at the eaves, this section matters more than any other.

IRC R905.1.2 requires that in areas with a history of ice forming along eaves, an ice barrier be installed under asphalt shingles, metal roof shingles, mineral-surfaced roll roofing, slate and slate-type shingles, and wood shingles and shakes. The barrier must be two layers of cemented underlayment or a self-adhering polymer-modified bitumen sheet, and it must extend “from the lowest edges of all roof surfaces to a point not less than 24 inches (610 mm) inside the exterior wall line.” On slopes of 8:12 or greater, it must also extend not less than 36 inches measured along the roof slope from the eave edge. Detached accessory structures with no conditioned floor area are excepted. (2021 IRC §R905.1.2, International Code Council)

Why 24 inches inside the wall line? Because that is roughly how far water backs up behind a typical dam. The membrane is a self-sealing barrier designed to hold standing water and to seal around nail penetrations - exactly the condition an ice dam creates.

An ice barrier does not prevent ice dams. It prevents the ice dam from getting into your house. That distinction matters: if you have dams and a correct ice barrier, you may be seeing ice with no interior damage, which is a nuisance rather than an emergency.

Ice dams and insurance: the split most people get wrong

The pattern is consistent across carriers: the damage may be covered; the ice usually is not.

Progressive states that dwelling coverage “may pay to repair ice dam damage, which may include repairing your roof, walls, or other damage to the structure,” that damaged personal belongings from a roof collapse under accumulated ice may be covered under personal property coverage, that “damage that occurs gradually due to poor maintenance is typically not covered,” and - the sentence that surprises people - that “homeowners insurance typically won’t cover the removal of an ice dam.”

The Insurance Information Institute’s policy-form breakdown adds an important detail: “weight of ice, snow or sleet” is a covered peril under HO-2, HO-3, HO-4 and HO-6 forms, but is excluded from HO-1 and HO-8. Know which form you have before you assume. The III also states plainly that policies will not cover damage due to lack of maintenance.

Practical rules if you’re filing:

  • Document first. Dated photos of the ice, the interior damage, and the water. Before removal, because removal destroys the evidence.
  • Mitigate, and keep receipts. Removing the dam to stop further damage is your duty to mitigate, and even if the removal cost isn’t reimbursable, the receipt supports the claim.
  • Don’t make permanent repairs before the adjuster sees it.
  • Expect the maintenance argument. Repeat dams in the same location across multiple winters is exactly the fact pattern an adjuster uses to call it gradual. Which is another reason to fix the cause after the first one.
