Quick answer: Roof storm damage means sudden physical damage from wind, hail, wind-driven rain or debris - and it is usually covered by homeowners insurance as a sudden loss, unlike wear and tear. Do four things immediately: photograph everything before it is touched, record the storm date, prevent further damage, and report promptly. Before you file, check your wind and hail deductible, which in storm-prone states is often a percentage of your home’s insured value rather than a flat dollar amount - sometimes more than the repair itself.
What storm damage does to a roof
Storms damage roofs in four mechanically different ways, and knowing which one you had shapes both the inspection and the claim.
Wind uplift. Wind does not blow shingles off by pushing on them. It creates suction on the upper slope and edges, lifting the shingle tab, breaking the sealant bond, and then working underneath. IBHS’s Roof 101 guidance is blunt about where the vulnerability sits: until shingles are fully sealed, wind can lift them and water can seep underneath. That is why a shingle can be damaged without being missing - the seal is broken, the tab flaps in every subsequent storm, and water gets in long before anyone notices a gap.
Hail impact. Hail does its damage by knocking granules loose and fracturing the mat beneath. IBHS testing categorizes hail damage into three distinct modes: deformation (dents and ridges), granule loss, and breach (tears, cracks and ruptures). Only the last is obviously a hole. The first two look like almost nothing from the ground while measurably shortening the life of the roof.
Wind-driven rain. Rain moving horizontally gets into places vertical rain never reaches - under shingle edges, into wall and chimney transitions, through vents. A roof can be entirely intact and still leak in a severe storm because the water arrived from an angle the assembly was never designed for. That usually points at a flashing detail.
Impact from debris. Falling limbs, blown objects, and in extreme cases whole trees. This is the one type that is unambiguous and easy to document.

The first 48 hours: what to do in order
The choices you make in the two days after a storm affect the outcome more than anything you do later. Work through these in order.
1. Make sure the house is safe. Downed power lines, a partially collapsed roof, standing water near electrical panels - those come before any documentation. Leave if there is any doubt.
2. Document before anything is touched. This is the step people skip and regret. Photograph and video every slope from the ground, every piece of debris where it landed, every dented gutter and vent, the interior of the attic, and any ceiling stains. Timestamped phone photos are ideal. Do not clean up first.
3. Write down the storm date and time. Claims turn on whether damage is attributable to a specific covered event. Note the date, the approximate time, and anything you observed - hail size compared to a coin, wind direction, how long it lasted. Local news and weather service reports for that date are worth saving too.
4. Prevent further damage. Policies require you to take reasonable steps to protect the property from additional loss, and refusing to do so can reduce a claim. 5. Report the loss to your insurer promptly. Policies require prompt notice, and delays give the carrier grounds to argue that damage accumulated gradually rather than in the storm. Report even if you are not yet sure you will pursue the claim.
6. Get an independent estimate. Have a contractor you selected produce a written scope and estimate before the adjuster’s number becomes the only number on the table. This is also what tells you whether the repair even exceeds your deductible.
7. Keep a log. Every call, every name, every date, every document. Claims that go sideways go sideways slowly, and a contemporaneous record is the homeowner’s strongest asset.

How to inspect for storm damage without going on the roof
Everything you need for documentation can be captured from the ground and from the attic. Do not get on a storm-damaged roof. Decking may be broken where you cannot see it, hail-bruised shingles are further damaged by foot traffic, and wet debris makes a slope treacherous. Professionals have fall protection and know what a compromised deck feels like underfoot; that is what you are hiring.
Ground level, with binoculars or a phone at maximum zoom:
- Missing shingles - obvious gaps showing black underlayment or bare wood.
- Lifted, creased or flipped shingles. A crease across a tab means it was folded back by wind and dropped again. That shingle is compromised even though it is still there.
- Granule piles at the bottom of downspouts and on the driveway. Fresh, heavy accumulation after a hail event is direct evidence.
- Dents in soft metal - gutters, downspouts, roof vents, the fins of your air conditioner condenser, mailbox, garage door, grill lid. This is the collateral evidence adjusters weigh most heavily, because it dates and sizes the hail.
- Bent, lifted or displaced flashing at chimneys, walls and valleys.
- Damaged ridge caps, which are the most exposed shingles on the roof.
- Debris on the roof and impact marks where something struck.
- Damaged siding, screens, fence panels and outdoor furniture, which corroborate storm severity.
In the attic, stepping only on joists:
- Look for daylight through the deck where there should be none.
- Look for wet sheathing, wet insulation or active dripping.
- Look for fresh water trails on rafters - a bright, clean streak against dusty wood.
- Photograph everything, including areas that look fine, so you have a baseline.
Call a professional immediately if: water is actively entering, a tree or limb is on the roof, you can see structural sag, or you see daylight through the roof deck. Otherwise, book a roof inspection within days - not weeks. The closer the inspection is to the storm date, the harder it is for anyone to attribute the damage to age.
Hail damage: why the worst of it is invisible
Hail is the storm damage most likely to be missed and most likely to be disputed, because functional hail damage frequently produces no visible change from the ground.
What a hail hit does to an asphalt shingle. The stone knocks granules loose at the point of impact and can fracture the fiberglass mat underneath. What is left is a dark, slightly soft circular spot - a “bruise.” The shingle still sheds water today. But the asphalt at that spot now has no UV protection and a fractured mat, so it ages rapidly and eventually cracks through. This is why hail damage produces leaks a year or two after the storm rather than the same night.

That soft-metal evidence is the key. Wear never dents an aluminum gutter or an air conditioner fin. Hail does, and the size and density of those dents let an adjuster estimate stone size and impact frequency. Photograph the soft metal even if the roof looks fine.
Cosmetic versus functional is where claims are won and lost. Some carriers, particularly in hail-heavy states, now attach cosmetic damage exclusions that exclude denting which does not impair the roof’s ability to shed water. If your neighbors are getting roofs and you’re told yours is fine, get an independent inspection. Hail falls unevenly across even a single block, but “no visible damage from the ground” is not the same finding as “no damage.”

Three cost factors specific to storms:
Matching. If your shingle color or line is discontinued, a partial repair may be visually impossible. Whether the carrier pays to replace undamaged slopes for uniformity is a policy and jurisdiction question, and it is one of the most common disputes.
Demand surge. After a widespread event, local crews are booked and prices firm up. This is real, and it is also the environment in which out-of-area contractors appear.
Hidden damage found at tear-off. Decking that was fine before the storm may be compromised, and it is only visible once the covering comes off. Build contingency into your expectations.
Insurance: the four numbers that decide your payout
Storm damage is normally covered. How much you actually receive is decided by four things on your declarations page - read them before you file, not after.
1. Your wind and hail deductible. In storm-prone states, this is often a percentage of the home’s insured value, not a flat amount. 2. RCV or ACV. Replacement cost value pays to replace the roof. Actual cash value pays the depreciated value. On an older roof, the difference is often most of the claim. Many carriers tie ACV settlement to roof age, which is one more reason an aging roof is a financial exposure and not just a maintenance one.
3. Functional or cosmetic classification. Covered under a policy with no cosmetic exclusion; potentially not covered under one with it.
4. Storm or wear attribution. The argument you are most likely to have. The defense is documentation: dated pre-storm photos, an inspection close to the storm date, and weather records for the event.

Avoiding storm chasers
After every significant storm, a wave of out-of-area contractors canvasses the affected neighborhoods. Some are legitimate. Enough are not that this deserves its own section.
The red flags, in order of seriousness:
- Any offer to “cover,” “waive,” “eat” or “handle” your deductible. This is the brightest line. It is unlawful in many states, it typically means the cost is being inflated elsewhere in the estimate, and it makes you a participant in a misrepresentation to your insurer.
- Pressure to sign anything on the doorstep, especially an assignment of benefits, which transfers your rights under the claim to the contractor.
- Free inspection followed by immediate, urgent findings and a contract in hand.
- No verifiable local address, license, or insurance certificate.
- A price far below every other bid, or a demand for a large deposit up front.
- Claiming to be sent by your insurance company. Carriers send adjusters, not roofers.
What to do instead: get three written bids from licensed, insured, locally established contractors. Verify the license with your state. Ask for local references from the past two years and call them. Building a roof that survives the next storm
If you are replacing after a storm, this is the moment to buy back resilience - and much of it costs far less than people assume because the roof is already off.
The IBHS FORTIFIED Roof standard is the most credible published specification for this, and its requirements are worth knowing even if you do not pursue certification:
- A sealed roof deck. The single highest-value measure. IBHS’s position is that a sealed deck keeps water out even when the roof covering is damaged. When shingles blow off in the next storm, this is what stands between the wind and your ceiling.
- Ring-shank nails, more of them, in a tighter pattern. Roughly double the holding strength of the smooth nails commonly used. IBHS specifies a minimum of four nails per full-size shingle strip as a baseline and FORTIFIED goes further.
- Wind- and rain-resistant vents. Ordinary vents are a common water entry point in wind-driven rain.
- High wind-classification shingles, rated under test standards including ASTM D7158, which measures a shingle’s uplift resistance against calculated wind uplift force.
For hail specifically, impact-resistant shingles using polymer-modified asphalt offer greater flexibility to resist hail impacts than conventional designs, per IBHS. Record the storm date. Stop further damage and keep the receipt. Report promptly.
