A rooftop deck is a walkable surface built over occupied space — typically pedestal-set pavers or a floating timber system laid over an existing waterproofing membrane, never fastened through it. Two questions decide feasibility before design begins: whether the structure beneath was built to carry people rather than only weather, and whether your roof warranty survives the work. Both usually need someone other than a deck builder to answer.

Structural capacity, established by someone qualified
A roof designed to keep weather out is not automatically a floor. Occupied roofs are held to different loading requirements from non-occupied ones, and whether your structure meets them is a question for a licensed engineer or architect, not for a contractor's judgement. Where it does not, strengthening is sometimes possible and sometimes not.
Watch for: A builder willing to proceed on the basis that "it feels solid". This is the single most common way rooftop deck projects go badly, and it is the reason many jurisdictions require stamped drawings for them.
Assessing the existing membrane
The waterproofing beneath the deck is doing all the work and will be substantially harder to reach afterwards. Its type, age, condition and remaining life determine whether it should be re-covered before the deck goes on. A membrane with a few years left under a new deck is a trap.
Watch for: Building over an aged membrane to save money now. When it eventually fails, the deck has to come off to fix it, and the cost of that removal usually exceeds what re-covering would have cost.
The warranty conversation, before anyone starts
Roof membranes typically carry manufacturer and installer warranties with conditions about what may be placed on them and by whom. Building a deck can void those conditions. Getting written confirmation from the roofing manufacturer or installer that the proposed system is acceptable is a step, not a formality.
Watch for: Nobody raising it. If a leak later develops, you want a single accountable party rather than a roofer and a deck builder pointing at each other while water comes into your ceiling.
Permits, egress and the rules for occupied roofs
Occupied roof space is regulated differently. Access, guards, fire separation and sometimes how many people the space is designed for can all be in scope, and requirements differ between single-family homes and multi-unit buildings. HOAs and local design controls also take a particular interest in anything visible on a roofline.
Watch for: A project scoped as "just a deck". The permitting path for an occupied roof is generally longer and more involved than for a backyard deck, and finding that out late costs a season.
A floating, non-penetrating surface system
The deck surface sits on adjustable pedestals or sleepers that rest on the membrane and are ballasted rather than fixed through it. Nothing screws into the roof. Pedestals also let the walking surface be level while the roof below keeps the slope it needs to drain.
Watch for: Any fastener penetrating the membrane. It is the defining error of this job. Every penetration is a future leak, and it will appear in a ceiling somewhere below with no obvious relationship to where it entered.
Drainage kept clear and reachable
Roof drains and scuppers still have to work with a deck over them, which means the design has to leave water a path under the surface and leave the drains accessible for cleaning. Removable panels over drains are standard practice for a reason.
Watch for: A deck laid over a drain with no access. Blocked drainage on a flat roof puts standing water and its considerable weight on a structure that is now also carrying furniture and people.
Wind, weight and what goes on it
Roof level is windier than ground level, and loose or lightweight components can lift. Planters, furniture, screening and pergolas add both weight and wind load. What the deck will carry has to be part of the structural question at the start, not a decision made after handover.
Watch for: A hot tub, a large planter arrangement or a pergola discussed after the structural assessment is complete. They change the answer.
Access, guards and handover
You need a compliant way up and a guard system suitable for a roof edge, and both are usually the most visible and most regulated parts of the project. On handover, you want the roofing documentation, the structural sign-off and clear instructions on how the surface lifts for drain maintenance.
Watch for: A deck system nobody can dismantle. If the surface cannot be lifted in sections, every future roof repair becomes a demolition.
Rooftop decks sit well above ground-level decks per square foot — frequently $25,000 and up — because the price includes engineering assessment, often a new membrane, pedestal systems, compliant access and guards. Structural strengthening, where needed, is the line that moves it most.

Who is assessing the structural capacity, and will I get a stamped document?
The first question and the one that decides whether the project exists. A contractor's opinion is not a structural assessment.
What membrane is up there, how old is it, and what is its remaining life?
Building over a membrane near the end of its life commits you to removing the deck to replace it.
Have you confirmed in writing that this does not void the roof warranty?
Conditions on what may be placed on a membrane are common. Written confirmation from the roofing manufacturer or installer, not a verbal reassurance.
Confirm that nothing penetrates the membrane. What holds the system down?
Non-penetrating and ballasted is the standard. Any answer involving fasteners into the roof is the wrong answer.
How do the roof drains stay accessible?
They need clearing, forever. Removable panels over drains should be in the design, not improvised later.
How does the surface lift for future roof repairs?
A roof under a deck will need attention at some point. In sections, by hand, is what you want to hear.
If a leak appears, who is responsible — you or the roofer?
The single most valuable answer on this list. Two trades sharing one assembly is how accountability disappears.
What is the permitting path for occupied roof space here, and does it need an architect?
It often does, and it is generally longer than a backyard deck permit. Better known at the start.
