Gutters are frequently replaced during a roof replacement because the two systems physically overlap at the eaves - drip edge, underlayment and gutter hangers all land on the same few inches of fascia. Doing them together means one mobilisation, one set of ladders and access, and a chance to see and repair the fascia while it is exposed. It is the sequencing, not the gutters themselves, that makes the bundle worth considering.
The old gutters come off before the tear-off
Removing gutters first prevents them being dented by falling debris and gives the crew clean access to the eaves. It also exposes the fascia board along its whole length.
Watch forOld gutters left in place through a tear-off "to catch the mess". They get bent, filled with nails and granules, and the fascia behind them is never inspected.
Fascia and eave repair, while it is visible
Rotten fascia is the usual find, because failing gutters have been dripping onto it for years. Replacing a few feet of board is inexpensive while everything is off and awkward once new gutters are hung.
Watch forA gutter quote with no allowance for fascia repair. Hanging new gutters on soft wood means the hangers pull out, usually within a year or two, and it is not a warranty claim.
Drip edge and underlayment lapped correctly over the fascia
Drip edge directs water off the roof and into the gutter rather than behind it. The lap order matters - at the eaves it goes under the underlayment, at the rakes over it - and getting it wrong is what causes water to run down inside the fascia.
Watch forGutters hung by a separate crew after the roofers have gone, with nobody responsible for the interface. If the drip edge and the gutter do not line up, you have two contractors each pointing at the other.
New gutters and downspouts hung to fall
Seamless gutter is normally roll-formed on site to the exact run length, hung to a deliberate slope toward the outlets, and secured with hidden hangers into solid wood. Downspouts are then routed to discharge clear of the foundation.
Watch forDischarge dumped at the base of the wall. The commonest cause of damp basements and settling foundations is a downspout emptying a whole roof slope into the ground three inches from the building.
