Every zero-step entry that fails, fails because of water — not because of the concrete. That is the part the quote rarely explains, and it is the part worth interrogating before you sign one.
A zero-step entry is an entrance where the walking surface arrives level with the door — no steps and no ramp, because there is nothing to climb. It is achieved by regrading the ground, building the approach up, or using a door that already sits low, such as a garage or a patio door. It is the most permanent answer to a level change and the most demanding one, because the whole design turns on where the water goes.

Survey the levels before anything else
Someone has to measure the difference between the finished floor inside and the ground outside at the door, and the fall of the ground away from the house. Those two numbers decide whether this is a regrade, a build-up, a different door, or not feasible here at all.
Watch for: A price quoted from photographs or from a walk-round. Levels are the whole design, and a number given before they are taken will change.
Decide which route the entry takes
There are usually three candidates: regrading the ground outside an existing door, building the approach up with paving or a deck, or using a door that is already near level — most often the garage, sometimes a patio door. The garage route is the one households overlook and it is frequently the cheapest by a wide margin.
Watch for: A front-door solution being pursued because it is the front door. The practical question is which entrance can be made to work for the least money and disruption, and the answer is often round the side.
Design the water out of it, in detail
Level entries need surfaces sloped away from the house, a way of intercepting water before it reaches the door — commonly a trench or channel drain across the approach — and somewhere for that water to go. Where it goes matters as much as catching it.
Watch for: A drain that catches water and discharges it two feet away onto ground that slopes back. Ask where the water ends up, not just where it is collected.
Detail the sill so the building stays dry
A door that no longer sits above the ground loses the protection that height was providing. The threshold, the flashing under and behind it, the waterproofing where the wall meets the new surface, and the finish level relative to the framing all become critical, and this is the part that fails silently.
Watch for: A concrete slab poured hard against the siding at door level with no flashing detail and no drainage gap. It looks finished and it rots the framing behind it.
Think about frost, ice and snow, if they apply
In freezing climates, new hard surfaces need appropriate base preparation and depth so they do not heave, and a level entry with a channel drain needs a plan for ice. A surface that heaves creates the very lip the project existed to remove.
Watch for: A shallow slab poured on unprepared ground. It will move, and the resulting step at the door is both a trip hazard and the end of the zero-step entry.
Cover it if you can
A roof, porch or awning over the entry keeps rain and snow off the surface, off the drain and off the person standing there. It reduces the drainage load, reduces ice, and makes the entrance usable in weather — which is the point of having built it.
Watch for: Shelter treated as a cosmetic extra to be dropped when the budget tightens. On a level entry it is doing real work.
Get permits, and get the trades right
Grading, concrete, drainage, decks and structural changes are permitted work in most jurisdictions, and some sites have stormwater or setback rules about where water may be directed. Where the work touches the foundation or the framing, it needs someone qualified to say so.
Watch for: A contractor proposing to route new drainage onto a neighbour's land or into a system it is not permitted to enter. That becomes your problem, not theirs.
Finish the surface for actual use
Slip resistance when wet, a colour or texture change to signal edges, no joints wide enough to catch a small castor, and enough level area at the door to open it and manoeuvre without being at the edge of anything.
Watch for: Smooth troweled concrete or polished pavers. They look excellent, and they are treacherous wet, which is precisely when this entrance is hardest to use.

What did you measure, and what is the level difference at the door?
The entire design follows from it. A contractor who has not taken levels is guessing at both the method and the price.
Where will the water go?
The one question that separates a durable level entry from a future foundation problem. You want a specific route with a specific destination, not "it will drain away".
How will the threshold and the wall be flashed and waterproofed?
Losing the height above ground means losing the building's cheapest defence. The replacement detail should be describable and should appear on the quote.
What base preparation are you doing, and to what depth?
A heaved slab creates the step you paid to remove. In freezing climates this is the difference between a ten-year entrance and a two-year one.
Have you looked at the garage and the other doors?
A contractor who has considered the cheaper route and can explain why it does not work is worth more than one who quoted what you asked for.
What permits does this need, and are there stormwater rules here?
Grading, drainage and concrete are commonly permitted, and where you may discharge water is regulated in many places. Get it established before work starts.
What surface finish are you using, and how does it behave wet?
Slip resistance in the rain is the property that matters. Smooth finishes photograph well and perform badly at exactly the wrong moment.
