    Watch for: A flat "that won't work here" without a reason. Sometimes it genuinely will not — not every device is accepted by every inspector, and some houses really are out of room. But you are entitled to a specific reason rather than a dismissal.

  3. If the upgrade is genuinely needed, treat it as its own project

    When the answer really is more capacity, the upgrade is a substantial job with its own permits, utility involvement and timeline, and it deserves its own quotes rather than being a line item under a charger install. No, and this is the most expensive misconception in home EV charging. Plenty of houses can take a charger with no change to the service at all, either because there is genuine spare capacity or because the charger can be set to draw less, managed to back off at busy times, or connected in a way that does not add to the panel's load. Whether any of those apply is a question about your specific house and your local inspector. What should not happen is an upgrade being presented as automatic.
Rarely dishonesty; usually incentives and habit. An upgrade is straightforward, well-understood work that removes any uncertainty about capacity, and it is more profitable than not doing it. Load management is newer, requires knowing which devices your inspector accepts, and earns less. The result is that the simplest and most expensive answer gets recommended by default. Asking directly whether alternatives were considered is usually enough to get a real conversation started.
A full panel means there are no physical spaces left for another breaker. A full service means the electrical supply into your house is already committed to as much load as it can carry. They are different problems with different price tags, and the first is often the cheaper one to solve. If you have been told you need an upgrade, establish which of the two is actually the issue.
