A flat roof replacement removes the existing low-slope covering and rebuilds the assembly — insulation, cover board, membrane and all the edge and penetration detailing — on a deck that is built to a deliberate fall, usually around a quarter of an inch per foot. Nothing described as flat is truly level. Where the fall has been lost through deflection or poor design, water stands, and ponding water is the failure mode that ends most low-slope roofs.

Survey — including a moisture assessment of what is underneath
A competent survey checks slope and drainage, seam condition, flashing at parapets and penetrations, and whether the insulation below the membrane is wet. Core samples or infrared scanning are the usual methods for the last one.
Watch for: A quote to overlay a new membrane on an existing roof with no moisture testing. Laying a new watertight layer over saturated insulation traps the water permanently and the assembly rots from the inside while looking perfect.
Tear-off, or a permitted recover
Full tear-off removes everything to the deck, allowing repair and re-insulation. A recover — one additional membrane over an existing one — is cheaper and is generally permitted only once, and only where the existing assembly is dry.
Watch for: A recover proposed on a roof that already has two layers. Beyond code limits it also loads the structure and makes the eventual tear-off substantially more expensive.
Fixing the fall before the new membrane goes on
Where slope is inadequate, tapered insulation is used to build fall toward the drains — crickets and saddles direct water around curbs and up behind rooftop units. This is a design exercise, and it is what separates a roof that drains from a roof that ponds.
Watch for: Ponding acknowledged, then not designed out. "It always does that" is not an answer. A replacement is the one opportunity to correct fall, and skipping it guarantees the new roof fails the same way as the old one.
Insulation and cover board
Rigid insulation is laid to the required thermal value and to the tapered design, then usually a cover board — a hard layer that protects the membrane from foot traffic, hail and the fasteners below.
Watch for: Cover board omitted to save money. It is the difference between a membrane that survives a maintenance technician walking to the AC unit and one that gets punctured in year three.
Membrane installation — mechanically fastened, adhered, or ballasted
Single-ply membranes are fastened through the insulation, fully adhered in adhesive, or held by ballast. Adhered systems perform better in wind and look flatter; mechanically fastened systems are quicker and cheaper and ripple visibly.
Watch for: Attachment method left unnamed on the quote. It changes wind performance, price and appearance substantially, and two quotes that both say "TPO" can be completely different roofs.
Seams — where flat roofs actually leak
TPO and PVC seams are hot-air welded and should be probed along their length to confirm the weld. EPDM seams are bonded with tape or adhesive. Modified bitumen is torched, hot-mopped or self-adhered.
Watch for: Nobody probing the welds. Seam testing is quick, it is standard practice, and its absence is a strong signal about the rest of the workmanship you cannot see.
Edges, parapets, drains and penetrations
Perimeter edge metal is fastened to resist wind uplift, parapets get membrane run up and terminated under counter-flashing, drains get clamping rings and new leads, and every curb and pipe gets a proper boot or a field-fabricated corner.
Watch for: Details finished in sealant rather than flashed. Perimeter and penetration detailing is where wind gets in and where most premature failures start, and it is invisible from the ground once the crew has gone.
Final flood or water test and warranty registration
Drainage is checked with water where practical, the roof is cleaned down, and manufacturer warranty registration is completed — most system warranties require inspection by the manufacturer's representative.
Watch for: A system warranty promised verbally and never registered. Ask for the warranty certificate itself, not the brochure, and check it names your address.

The replacement is your one chance to design out ponding. You should get an answer involving tapered insulation and drain locations, not a shrug.
Which membrane, what thickness, and is it mechanically fastened, adhered or ballasted?
Four specifics that make quotes comparable. Two bids that both say "TPO" can differ by a factor in both price and performance.
Is a cover board included?
The commonest silent omission in a competitive low-slope bid, and the reason some membranes get punctured within a few years of installation.
Do you probe the seams, and can I see that being done?
Seams are where flat roofs leak. Weld testing is standard, quick, and a fair proxy for the care taken everywhere else.
Is the warranty a manufacturer system warranty or your own workmanship warranty?
System warranties usually require a certified installer and a manufacturer inspection. Confirm you are actually getting one before you pay for it.
What is the maintenance expectation, and do you offer inspections?
Low-slope roofs need drains cleared and seams looked at periodically. Neglect is the second-biggest cause of premature failure after ponding.
