Testing before removal in an older home is a sensible step regardless of what the permit rules say.
Whoever pulls the permit carries the responsibility. If a contractor asks you to pull the permit as the homeowner on a job they are doing, ask why. It is sometimes legitimate and it is sometimes a sign of a licensing problem.
