Landscape steps carry people between levels in a yard — from a patio to a lawn, up a slope, or down to a lower terrace. They are built from cut stone, precast block, timber or poured concrete, on a base or footing sized for the ground and the climate. What makes them safe is not the material: it is that every riser in a flight is the same height, every tread the same depth, water drains off rather than freezing on them, and you can see them at night.

Surveying the total rise and dividing it evenly
The whole vertical distance between the two levels is measured first, then divided into equal risers. That number, not the material, dictates how many steps there are and how far the flight extends horizontally. Adjusting the run — a longer, gentler flight, or a landing partway — is how a difficult slope is resolved.
Watch for: A flight built from the bottom up by eye, leaving whatever is left over as the top step. That leftover riser is the one people fall on, because the body has learned the rhythm of the others.
Checking what the code requires for this flight
Riser height and tread depth ranges, the maximum variation between risers in a flight, when handrails are required, and when a guard is needed at an open side are all set by code and enforced locally. Steps forming a required exit from the house are usually held to the stricter standard.
Watch for: Anyone giving you national dimensions off the top of their head. The limits are real but they are your jurisdiction's, and outdoor landscape steps and steps serving a door are not always held to the same rule. Have it confirmed rather than assumed.
Setting the tread proportions for outdoor walking
Outdoor steps generally read better and walk more comfortably with lower risers and deeper treads than indoor stairs, because the pace outdoors is different and the flight is often wider. That is a design judgement made within the code limits, not instead of them.
Watch for: An indoor stair geometry transplanted outdoors on a garden slope. It works, but it feels steep and abrupt, and it does not suit the way people move through a landscape.
Excavation, footing and base
Steps carry concentrated load and are the first thing to move if the ground beneath them does. Depending on construction and climate they sit on a compacted aggregate base or on footings below frost depth, and the bottom step in particular has to be founded properly.
Watch for: The bottom step bearing on backfill or on disturbed soil at the toe of a slope. It settles first, and the moment it does, that riser is different from every other one in the flight.
Drainage across and behind the flight
Water running down a slope will find the steps. Treads are pitched slightly to shed water forward, and where the flight cuts into a bank, drainage behind it stops water building up and pushing the structure out or emerging on the treads.
Watch for: Steps built into a slope with no drainage behind them. Water gets in, freezes, and pushes the treads out of line — and in the meantime it runs across them and ices exactly where people walk.
Building the flight
Whether it is set stone, precast units, block-and-cap, timber or poured concrete, each step is placed, levelled and checked against the flight as a whole rather than against the one below it, so small errors do not accumulate.
Watch for: Any tread that rocks at handover. Walk the flight and stand on the front edge and each corner of every step. Rocking now means loose later, and a loose tread on a slope is a serious hazard.
Handrails, guards and edges
Longer flights generally require a graspable handrail, and where there is a significant drop beside the flight a guard is usually required. Both have to be anchored into the structure rather than into soil, and both are code items rather than options.
Watch for: A rail added later, fixed into the top of a stone tread with short anchors. It has to resist someone falling against it, and a rail that pulls out is worse than no rail because people trust it.
Lighting and the finish
Outdoor steps get used in the dark, which is when the geometry stops helping you. Integrated step lighting or nearby path lighting is the single most effective safety addition, and the conduit should be run while the flight is being built.
Watch for: No provision for lighting. Retrofitting light into finished masonry steps is disproportionately expensive, and running the sleeve during the build costs almost nothing. The wiring itself is licensed electrical work.
Steps price by rise rather than by area — the number of risers, the material, and how much excavation, footing and retaining the slope needs. Curved or wide flights, landings, handrails and integrated lighting each add meaningfully, and difficult access adds labour to all of it.

The specific failure a first-time builder produces is a flight where one riser differs from the others, usually the top or the bottom one. That is precisely what causes falls, because people stop looking after two steps. If you cannot survey the total rise and divide it evenly before you start, do not start.
What is the total rise, and how have you divided it?
The first thing a competent builder measures. If the flight is being worked out on site as they go, the last riser will be the odd one.
What do the local code requirements say about riser and tread limits, handrails and guards for this flight?
These are real, enforced and local. You want a contractor who knows them for your jurisdiction rather than one who guesses.
What is under the bottom step?
The bottom step is the one most likely to settle, and settlement there breaks the consistency of the whole flight.
How does water get off and away from the steps?
Treads should shed forward and any bank behind should drain. Water on steps in winter is the main hazard on outdoor stairs.
Is a handrail included, and what is it anchored into?
A rail has to resist a falling person. Anchored into structure, not into soil or into the surface of a tread.
Can you sleeve for lighting while you build?
Retrofitting light into finished masonry is expensive; a conduit during construction costs very little.
What holds the ground back either side of the flight?
Steps cut into a slope need retaining. If that is not in the scope, the slope will end up on the steps.
