  1. Surveying the total rise and dividing it evenly

    The whole vertical distance between the two levels is measured first, then divided into equal risers. That number, not the material, dictates how many steps there are and how far the flight extends horizontally. Adjusting the run - a longer, gentler flight, or a landing partway - is how a difficult slope is resolved.

  6. Building the flight

  7. Handrails, guards and edges

    Longer flights generally require a graspable handrail, and where there is a significant drop beside the flight a guard is usually required. Both have to be anchored into the structure rather than into soil, and both are code items rather than options.

  8. Lighting and the finish

    Outdoor steps get used in the dark, which is when the geometry stops helping you. Integrated step lighting or nearby path lighting is the single most effective safety addition, and the conduit should be run while the flight is being built.

When saying yes is the wrong move:
  • Someone in the household needs step-free access. Steps are the wrong answer to a mobility problem. A gently graded path or a designed ramp is a different project with different rules, and building steps first usually means building twice.
  • The slope could be regraded into a walkable path instead. A longer, gentler route with no steps at all is often cheaper, safer in ice and easier to clear of snow. Ask whether steps are actually necessary before accepting that they are.
  • The budget covers the flight but not the retaining it needs. Steps cut into a bank frequently need walls either side. Those walls are structural, and improvising them is how a flight ends up with soil slumping over it within a couple of seasons.
  • You want to add a couple of steps to an existing flight to reach a new level. Adding to a flight almost always produces mismatched risers, which is exactly the hazard. It usually means rebuilding the whole flight to a new even division.
  • Nobody will clear them in winter. Outdoor steps ice before flat surfaces do, and a shaded flight can stay icy for weeks. If they cannot be cleared and lit, they will simply not be used for a third of the year.
  • The flight is going somewhere nobody actually walks. Steps are expensive per foot of travel. Build them on the route people use, not on the route the plan looks best with.

  • What do the local code requirements say about riser and tread limits, handrails and guards for this flight? These are real, enforced and local. You want a contractor who knows them for your jurisdiction rather than one who guesses.
  • What is under the bottom step? The bottom step is the one most likely to settle, and settlement there breaks the consistency of the whole flight.
  • How does water get off and away from the steps? Treads should shed forward and any bank behind should drain. Water on steps in winter is the main hazard on outdoor stairs.
  • Is a handrail included, and what is it anchored into? A rail has to resist a falling person. Anchored into structure, not into soil or into the surface of a tread.
  • Can you sleeve for lighting while you build? Retrofitting light into finished masonry is expensive; a conduit during construction costs very little.
  • What holds the ground back either side of the flight? Steps cut into a slope need retaining. If that is not in the scope, the slope will end up on the steps.

There are code limits, they are enforced, and they are set locally - so we will not publish numbers that might not apply to you. What is universal is the principle behind them: risers within a permitted range, treads deep enough to place a whole foot on, and very little variation permitted between the steps in one flight. Outdoor landscape steps are often designed toward the lower, deeper end of the range because it walks better in a garden. Confirm the actual limits with your building department, and be wary of anyone who quotes you a figure without knowing where you live.
Because people stop looking. After two or three steps of the same height the body predicts the next one and the eyes go elsewhere. A riser that is even slightly different from the rest breaks that prediction at exactly the moment attention has moved on, which is why the odd step out is where falls happen and why codes limit the variation permitted within a flight. It is also why adding a step to an existing flight is usually a rebuild rather than an addition.
Often, and it depends on the number of risers, the width of the flight and the drop beside it - all determined by local code. Handrails serve people using the steps; guards serve the open side where there is a fall. Both have to resist real force, which means anchoring into structure rather than into the surface of a tread or into soil. Even where a rail is not required, on a long or steep outdoor flight it is usually worth having, and it is far easier to build in than to add.
The properties that matter are surface texture when wet, how the material tolerates freeze-thaw, and whether it is affected by de-icing products. Textured and cleft surfaces perform better than smooth or honed ones, and some materials and jointing products are damaged by particular de-icers, so it is worth asking the supplier before winter arrives rather than after. Just as important as material is design: treads pitched to shed water, drainage behind the flight, and lighting so the steps are visible when they are icy.
Often, and the repair is worth doing promptly because a settled step is a hazard rather than an inconvenience. Individual set stone or precast treads can usually be lifted, the base beneath corrected and recompacted, and the unit reset - provided the reason it settled is identified and fixed. Where the whole flight has moved, or where the cause is a drainage or retaining failure behind it, a rebuild is usually more honest than repeated resetting. Poured concrete steps that have cracked and shifted are a different conversation.
A sloped path is better whenever it is achievable, because it is easier to walk, far easier to clear of snow, safer in ice, and usable by anyone with a stroller, a wheelbarrow or limited mobility. Steps become the answer when the grade is too steep to walk comfortably or when there is not enough horizontal distance to make a gentle slope work. If accessibility is a requirement rather than a preference, that is a designed ramp with its own rules - not a steeper path and not steps.
