A crawl space can be insulated in one of two places, and they are mutually exclusive strategies. Either you insulate the floor above it and leave the crawl space vented to outside, or you insulate the perimeter walls and bring the crawl space inside the conditioned envelope. Both work when done completely. What fails is the common middle ground: batts stapled under a floor in a damp, vented crawl space with bare earth underneath. ENERGY STAR's baseline for an enclosed crawl space is "a continuous sealed groundcover of vapor diffusion resistant materials" — moisture control comes before insulation, not after.
Moisture assessment first — always
Standing water, damp earth, efflorescence on the walls, rusting duct straps, mould on joists, and where the water is coming from: surface grading, downspouts, groundwater, or condensation. Nothing about the insulation decision can be made until this is understood.
Watch for: A quote for batts that follows a five-minute look through the access hatch. Crawl spaces are unpleasant to inspect properly, which is exactly why an insulation-only quote so often skips the part that matters.
Radon and combustion safety
ENERGY STAR advises considering a radon test and mitigation before sealing a home, and separately warns that sealing "can cause naturally venting combustion appliances to backdraft gases back into your home, creating unsafe conditions". A crawl space is soil-adjacent and often houses equipment, so both apply directly here.
Watch for: Enclosing a crawl space with a naturally vented water heater or furnace inside it and no combustion-air plan. This is the most serious mistake available in this project.
Choosing the boundary — floor or walls
Insulating the floor keeps the crawl space outside the envelope; it suits dry, well-drained, genuinely vented spaces with no ductwork below. Insulating the perimeter walls brings the space inside; it suits humid climates and any crawl space containing ducts or plumbing. The choice is not a preference — it follows from your climate and what is down there.
Watch for: Ductwork or water pipes in the crawl space with floor insulation above them. That leaves your ducts and pipes outside the thermal envelope, which is the worst of both arrangements.
Ground cover and drainage
For an enclosed crawl space, ENERGY STAR calls for "a continuous sealed groundcover of vapor diffusion resistant materials" — a sealed liner over the earth, lapped and fastened, run up the walls. Drainage and any sump work belongs to this stage too.
Watch for: Loose sheeting laid over the dirt and left unsealed at seams and edges. It looks like the finished job in a photo and does very little. Where drainage is the real problem, that is waterproofing work and should be priced as such.
Insulating and air sealing the perimeter
In an enclosed design, rigid board or closed cell foam goes on the interior face of the foundation walls, continuing up to seal the rim joist. The vents are closed and sealed. The rim joist detail is where most of the air leakage is.
Watch for: Wall insulation stopped short of the rim joist. Sealing the walls and leaving the rim open means the biggest air path in the assembly is still wide open, and it is the one place that is easy to reach.
Floor insulation, if that is the strategy
In a vented design, material goes tight against the underside of the subfloor with continuous support — wire rods, straps or netting — not friction alone. Gaps against the subfloor defeat it entirely, because air moves through the void.
Watch for: Batts held up by friction. They sag, then fall, and a batt lying on the crawl space floor is an expensive damp sponge. If yours have fallen before, the answer is a different strategy, not more staples.
Conditioning, monitoring and access
An enclosed crawl space normally needs some deliberate air exchange or dehumidification to control humidity. A cheap hygrometer left down there tells you within a season whether the design worked.
Watch for: A sealed crawl space with no humidity strategy at all. You have created a small, unventilated, soil-adjacent room and given it nothing to do with its moisture.
Crawl space work is priced by area and by strategy: insulating the floor above is the cheaper option, while enclosing the space with sealed ground cover, perimeter insulation and humidity control costs substantially more. Do not seal or enclose a crawl space that contains a naturally vented combustion appliance until someone has addressed its combustion air — ENERGY STAR warns explicitly that sealing can back-draft gases into the home. Do not disturb visible mould in a confined, poorly ventilated space without proper respiratory protection. And treat crawl space entry itself seriously: confined space, poor air, no room to react, and often nobody knowing you are down there.

What did you find when you went into the crawl space?
Moisture, mould, rusting straps, insulation condition, standing water history. A contractor who has genuinely been under there can describe it; one who looked through the hatch cannot.
Is a sealed ground cover included, and how are seams and edges finished?
ENERGY STAR calls for a continuous sealed groundcover. Loose sheeting laid on the dirt looks identical in a photo and performs nothing like it.
Is there a combustion appliance down here, and what happens to its air supply if we seal the space?
The safety-critical question. Sealing can back-draft naturally vented appliances. You want a specific plan, not reassurance.
Has this house been tested for radon?
ENERGY STAR advises testing and mitigating before sealing. Retrofitting mitigation into a finished, encapsulated crawl space costs considerably more than planning for it.
How will humidity be controlled once the vents are closed?
An enclosed crawl space with no dehumidification or air exchange strategy is a sealed damp room. There should be a named approach and a way to check it.
What is insulation work here and what is waterproofing work?
Drainage, sump pumps and structural damp are a different trade with a different warranty. You want the line drawn clearly in the quote, before the first bill arrives from someone else.
