Two practical points. First, the permit should be pulled by the contractor in the contractor's name; a contractor who asks you to pull it as a homeowner may be shifting liability, or may not be licensed to pull it. Second, an unpermitted roof can cause real problems at resale and can complicate an insurance claim, so it is not a corner worth cutting to save a few hundred dollars.
